I certainly understand your desire to keep the cost to flat tow your 2004 Honda CRV as low as possible. Unfortunately, flat towing any vehicle requires a lot of parts which makes flat towing fairly expensive. What I am recommending is not the most inexpensive way to flat tow but it is the most effective at a reasonable price.

To flat tow your 2004 Honda CRV, you will need base plates, a tow bar, safety cables, wiring, a braking system, and maybe a high-low hitch adapter.

For base plates, I recommend Roadmaster MX Base Plate Kit, Item # 1541-5, which has removable arms.

For a tow bar and safety cables, I recommend the Roadmaster Falcon 2 Tow Bar, Item # RM-520. A more basic and economical tow bar to consider is the Roadmaster Tracker Tow Bar, Item # RM-020. Great safety cables are Roadmaster Coiled Safety Cables, Item # RM-643.

For an economical lighting option, I recommend using a removable tail light kit like the Magnetic LED Tow Lights, Item # TLL21RK. If you would prefer the convenience of a one-time setup that is easy to use, I recommend the Roadmaster Diode Wiring Kit Item # RM-15267 that will use your vehicle's tail lights and also includes 7-wire to 6-wire coiled electrical cord.

Most states require a supplemental braking system on the vehicle being flat towed. I recommend the Stay-In-Play Braking System, Item # SM99251, because it is a great proportional braking system that has a convenient one time set-up. If you go with the diode setup for lighting then you will also need a brake light relay like Item # RM-88400 that will be required to use a supplemental braking system.

A high-low hitch adapter may also be needed to keep your tow bar level while flat towing your Civic. A "safe zone" of 3 inches above or 3 inches below level must be maintained while towing a vehicle. High-low adapters provide necessary rise or drop to get into the "safe zone". I have attached a link to our available selections.

Before towing, check your vehicle owner's manual for directions on how to properly and safely flat tow your 2004 Honda CRV.

I have attached additional information and videos about flat towing your Honda CRV for you to checkout.
