Will the HT31563-686 Universal kit fit my 2017 F250 without drilling any holes? Is this a better fit than the HT31408-686?

For a no-drill installation, as well as a drastically reduced installation time, I recommend going with a custom-fit base rail kit. While the Husky # HT31408-686 that you also mentioned is a custom-fit kit, it is not confirmed to fit your 2017 Ford F-250.

These rails are confirmed to fit your truck and the included custom brackets will use existing holes in the truck's frame, so no drilling will be required to install them.
