I do have a hitch receiver option for your 1971 Chevrolet C/K Series Pick Up however, none of which will protrude through the rear license plate. For a rear hitch receiver confirmed to fit your vehicle, I recommend using the Curt Trailer Hitch Receiver part # C14082 as this hitch receiver will provide you with a clean look and Class IV towing capacities up to 10,000 lbs if your vehicle is rated that high. If you are looking to tow a trailer, I also recommend the 4-Pole Hardwire Kit with Circuit Tester part # 18252.
