Can CE Smith Fender Be Mounted Without Drilling Into Boat Trailer Frame?

do the brackets u bolt on to ex boat frame ?dont want to drill holes.thanks

The CE Smith Single Axle Trailer Fender w/ Top and Side Steps - Black Plastic - 14" Wheels - Qty 1 # CE19504 can be installed with a u-bolt around your trailer frame instead of drilling into the frame using CE Smith U-Bolt - Galvanized - 3-13/16" Long x 3-1/16" Wide x 1/2" Diameter - Qty 1
# CE15283GA. This will require specific placement of the fender and wheel clearance for the flat side of the u-bolt, but it is possible to mount the fender in that way on your boat trailer. The strength of the fender and ability to use the step will be determined on the way you mount it.
