I have a Roadmaster Eagle 5000 and i need a base plate for 2017 wrangler freedom unlimited .

As long as the bumper on your 2017 Jeep Wrangler Unlimited is the standard factory bumper the Roadmaster Kit part # RM-521448-4 that you referenced would be the correct kit. All of the pictures I found for the Freedom Wranglers had the standard bumper. This will work well with your Roadmaster Eagle 5000 tow bar.

The Roadmaster base plate kits are designed to be used with the Roadmaster tow bar part #RM-501 that you referenced. I believe you have a 2017 Jeep Wrangler so for that the easiest solution is the #RM-521448-4 which I attached an install video for.
