Which is a better choice, hitch or hatch mount? What would be your recommendation? Thank you.

When you have the option between a hitch or hatch mounted bike rack a hitch mount is definitely the best option. It's a more secure connection, there's no contact with the vehicle, and a hitch mounted rack will offer more features in the rack itself.
The trailer hitch receiver that is confirmed to fit your 2016 Fiat 500 Abarth is the Curt # C11347. It's a Class I, 1-1/4 hitch that bolts onto your car with no drilling. I've linked an install video on a 2013 for you.
The bike rack I then suggest is the Swagman Chinook # S64683. The Chinook carries two bikes up to 45 pounds each and will fit the Class I Curt hitch. Since it's a platform rack it'll always carry the bikes level plus it includes locks for the bikes and one for the rack.
With the Curt hitch you'll need to use a support strap, #18050, in order to be compliant with Curt's warranty. The strap is required when carrying a bike rack or cargo carrier on the hitch.
