The Curt A16 5th Wheel Trailer Hitch for Ram Towing Prep Package - Dual Jaw - 16,000 lbs # C16520-16021 is adjustable from 13 inches high to 17 inches high. The Curt A16 5th Wheel Trailer Hitch w/ R16 Slider - Dual Jaw - 16,000 lbs, # C16521 for above bed rails or adapter rails is adjustable from 17-1/2 inches high to 21-1/2 inches high. The adapter rails for the sliding hitch into the factory pucks is # C16022 For your Ram truck.

I couldn't find the 16043 legs, but # C16021 are the legs you were referring to in our system. You also will not want to move to a non-sliding hitch if you have a short bed truck unless you are looking at combining it with a Sidewinder for proper clearance.
