Could etrailer Fender HP76VR be Bolted On Instead of Welded On

Can you bolt this on instead of welding?

There's not much of a lip to bolt through to attach the Redline fender part # HP76VR but if you wanted to bolt it on instead of weld it on it would work just fine.
