Parking Lights on Trailer Are Faint But Have Proper Voltage
Question:
I have hooked up my in line 4 way circuit tester to my vehicle Left and Right both light up bright but tail is lit very faint. when I check for voltage I get 12 volts coming out of tail plug

With proper voltage coming out of your plug, we know the vehicle end is working properly. The problem with the tail light being faint in your tester may be an issue with the tester since you know you have 12 volts at the plug.
If the running lights are faint when your trailer is hooked up, I'd check the connection point to your trailer for corrosion and double check the ground on your trailer near the tongue and also any ground that is a direct connection to the lights to ensure it is a clean metal on metal connection without debris or corrosion. Then, if you have incandescent bulbs, you just may want to replace them or upgrade to LED bulbs.
