I checked with my technical contact at Curt Manufacturing about your hitch # 13028 installation on your 1987 Chevrolet C/K Series Pickup with 8-foot bed and standard or step bumper. This product is a confirmed fit for your truck as long as it does not have the 10-inch bumper.
My contact confirmed that usually there is a 1- x 1-inch cross member at the position where the largest hole appears on the mounting flanges. This is the second hole on each flange as you move forward from the receiver tube. This hole is NOT meant to accept mounting hardware; it is there to provide clearance for the rivet that holds the cross member. The included diagram (taken from the linked instructions) shows this.
This hitch DOES require drilling for all installations and temporary lowering of the spare tire too for easier access to the hitch mounting points.
The only specialized tool needed is a torque wrench like # ALL944001 which is required to ensure you tighten the included fasteners to the torque values indicated in the instructions. A helpful article on hitch installation tips is also linked for you.
