Is Drilling Required for Draw-Tite Class III Hitch but Not Class I Hitch for 2014 Subaru Forester

On a 2014 Subaru Forester. The website indicates that the 2inch Drawtite / Hidden Hitch receivers do not need the center frame hole widened for the bolt hardware. However, the 1-1/4 inch Drawtite / Hidden Hitch receivers need the center frame hole widened for the bolt hardware. Is this true?

I spoke with my contact at Draw-Tite and he explained the Draw-Tite Class I Hitch # 36523 is a newer hitch with different smaller hardware so hole enlargement is unnecessary, whereas The Draw-Tite Class III hitch # 75876, is a bit older and uses larger square spacers which do require attachment hole enlargement.
