The Swagman RV Bumper Receiver you referenced, part # S64025, is designed for a 4 inch square continuously welded steel tube bumper. However it is not designed to use with cargo carriers.

We have another bumper mounted hitches that would be a bit more heavy duty. The Curt RV bumper hitch # E-100 could handle up to 350lbs of tongue weight.

We do also carry frame mounted hitches for RVs, which should offer more weight capacity. I have included a link to the frame mount RV hitches below. These hitches will work much better for your application. All you will need to do is get an outside to outside frame measurement on the vehicle to determine which hitch width would be required. One of the most versatile RV frame mount hitches we stock is the Curt Adjustable Width Trailer Hitch, # 13703. This hitch will fit frames from 22 inches wide up to 72 inches wide and can be used on a Box, C-Channel, or I-Beam frames.

All non-trailer loads applied to this hitch must be supported by and auxiliary stabilizing strap, # 18050.

You can view the installation instructions for the two bumper hitches at the included links.

To determine if the cargo carrier with clear the spare tire on your RV you will need to take a couple measurements. You'll need to find the distance between the hitch pin hole in the receiver tube and the furthest rearward part of the spare tire. The shank length (hitch pin hole to closest portion of bike rack) of the cargo carrier will need to be longer than the pin hole to end of spare tire dimension.
