Carrying 200 lb Scooter and Towing a Boat Trailer Simultaneously
Question:
I want to be able to tow my 19foot center console boat as well as a 200# scooter, is there a hitch that will allow me to do so?

The only possible way I can think to do what you're asking about would be to use a multi-purpose ballmount like part # D210. However, the receiver portion of the ball mount has a maximum capacity of 350 lbs. This means that the weight of the scooter, plus its carrier couldn't weigh more than 350 lbs. The entire ballmount/receiver unit has a tongue weight capacity of 750 lbs, which means that the tongue weight exerted on the receiver plus the tongue weight applied to the trailer ball couldn't exceed 750 lbs.
All this assumes that the hitch on your vehicle has sufficient tongue weight capacity to handle the tongue weight of the boat/trailer and the scooter.
The # RM-077-4 you referred to isn't meant for towing a trailer, only for flat towing a vehicle.
