The outside diameter of the pre-cut holes is 2-3/8 inches and the internal diameter is 0.80 inches and can stretch to about 1.33 inches. The distance eye to eye is 4.36 inches or 4-3/8 inches. Typically they are designed to attach to the Pack Em' Rails part # PK-BM In your case I would be concerned with the strength of the steel you were mounting to. If you were to reinforce those areas to ensure that your hardware would not pull out you can use them where you want.
