Since the in-bed 7-Way is working on your 2017 GMC Sierra 3500 it sounds like you need to simply replace the 7-Way at your bumper. If the bumper 7-Way had a bad ground it would be causing more issues than just the running lights to not work.

Once you back your vehicle up and get it perfectly lined up it moves several inches after you put it in park and release the brake...which screws up everything and sometimes bumps the tow vehicle.

An aftermarket in-bed wiring harness like # 41157 installs by plugging inline between the factory harness and the factory 7-way mounted on the bumper as shown in the video I've linked for you. Installing the # 118265 7-way connector would involve using a hole saw to make a hole to mount the trailer connector, if you wish the installation to look like a stock install. The hole that gets drilled into the jounce bumper mount does not have a set measurement on where it should be located.
If shortening the line would prevent it from getting pinched when the suspension is lowered I would do that as that should be the easiest. Since you plan on shortening the line what you could do is cut a slit in the air line on the barbed fitting to remove the line and then cut the line to the length you want and reinsert the line.

There is no trimming required for the Curt Trailer Hitch Receiver part # C98BR on a 2022 Mazda 3. The only thing we typically see creating noise after install is heat shields and mufflers. The bumper and hitch are both fixed so this is not likely the issue. It is very possible that your Curt Hitch part # C13098 got bent during shipping and that is why it doesn't want to fit over the brackets of your 1999 Isuzu Trooper.
Typically we recommend people use an open stairwell or a large vice to apply leverage to the brackets so that they can be bent back.

It sounds like you have power going back to the light, but the light is not working. This is typically an issue with the light ground. If you have the light grounded to the bumper, I recommend running the trailer light ground up to the main trailer ground.

If you are receiving no power at the receptacle but you are receiving power at the bumper 7 way connection then it is unlikely it is a blown fuse. More than likely it is a damaged wire or a bad connector, to determine this start by tracing the black wire associated with the vehicles 7 way 12V auxiliary wire inspecting as you go for breaks or frays in the wire. I looked up your WJ2 Stubby Westin bumper and since it has D-rings on the front of it that would be how you'd connect a tow bar to it. You will have to measure the diameter of the holes on them though to pick out correct adapter. If the hole is 1 inch in diameter you'd want the # BX88358 or if they are 7/8 inch you'd want the part # BX88357.
You'd have to use a Blue Ox tow bar with these though like the # BX7420 as there isn't an adapter for them so they can be used on a Ready Brute tow bar. view full answer...
The in bed wiring harness on your OEM 2017 Ram 3500 connects to the same circuit as your rear bumper 7-way. I recommend removing the T-connector from behind your bumper and inspecting the pins for anything bent. The use some dielectric grease like # 11755 to keep moisture and debris out and reconnect it.
