I have a simple solution to a complicated problem. You are using the wrong converter. Your Windstar uses what is called a low-side wiring system. It sounds like a ground and/or short circuit problem. What you will want to do is disconnect the trailer from the vehicle. Use a circuit tester like # PTW2993 to test the 4-Way on the vehicle side. If the signals are all coming through like they should, then you know the problem is on the trailer side.

On the Tekonsha #9030 Voyager Brake Activator, # 39510, it is a proportional (inertia activated) controller, so if the trailer is not moving and brakes applied it will show minimum voltage like 3 volts or less. The voltage at the box should be 12 volts or a little more when operating.

I spoke with my contact at Curt regarding the Curt T-Connector Vehicle Wiring Harness # C55346 referenced in your question. You should not need to splice any wires together on the harness for it to work properly on your Ford Windstar. My contact stated that if you were getting power on the white wire, which is a ground wire, none of the functions should be working on the harness.
