But to the bottom of the hitch it would be approximately 12-3/4 inches (subtracting 1-1/2 inches for the thickness of the metal and the receiver opening). The cable lock on the Archway, # TH9009XT, is indeed only long enough to reach around the nearest bike to it (the outside bike). My Thule contact stated that if carrying just one bike on the rack and you wanted to lock it, using the furthest out position is permissible and deemed perfectly safe.
However, if you wanted to you could use a separate cable lock, like # e98891, and leave the bike in the position closest to the vehicle.

The amount of additional fluid needed, if any, when installing a supplemental transmission cooler is going to vary from vehicle to vehicle and because not all installations are the same.
