I went ahead and contacted my tech at Roadmaster, and he confirmed that while he doesn't have the exact measurement below the bumper where the Base Plate # RM-521424-5 installs on a 2004 Jeep TJ, he did confirm that the pins on the baseplate sit 17.25" from the ground. This is with standard 215/75R15 tires. This is super helpful for you to compare with your current setup if you have a lift kit or larger tires installed.

You will want to check the owners manual of the 1997 Jeep TJ for the official towing capacities but I am fairly certain it can handle 2,500 pounds of gross trailer weight.
What you will want to add is a transmission cooler since you will be towing in the mountains. The extra weight of the trailer and items in it combined with the hilly mountainous terrain will put a lot of stress on the transmission.
