I have a rack that might work for you, but you'd need to be able to remove 12 lbs of weight from each bike, as the rack I'm recommending has a maximum capacity of 60 lbs per bike. Usually the battery pack is a pretty heavy item. If it can be easily removed, it could lighten your bikes enough so that they'll be compatible with the rack.

For a roof rack with a short set of crossbars confirmed to fit your 2006 Volvo S40 a flush bar setup like the Rhino Rack part # RR49SR will be your best option. Since the Swagman XC bike rack, # S64650, has a 1-1/4 inch shank but uses an adapter to fit a 2 inch, it would fit best in a 1-1/4 inch hitch. But it will fit both sizes. And the threaded hitch bolt will reduce a lot of the movement of the rack.
