Try testing each of the functions individually by using a circuit tester like part # PTW2992. I have attached a photo showing what function each pin should carry. I spoke with my contact at Roadmaster and he said it sounds like the noise could be coming from an electronic steering mechanism but you will have to check the vehicle itself to pinpoint the source of the noise. You could have someone ride in the tow vehicle and tow it around the block and pinpoint the source that way. The thing to remember is that when you are towing you want everything in the towed vehicle dead, especially all motors.

Most likely the pin lost contact for the running light circuit of the # C56048. Disconnecting the connectors on the driver side and reconnecting them to see if that clears out the problem. Otherwise test the brown wire on the input side of the box for voltage with a tester like part # PTW2993 with the running lights on and then test the brown wire on the output side.

I checked the owner's manual for your Fusion and it states that the key should be positioned between the off and the accessory mode. What happens is that the load that LED puts on the brake output circuit tricks the brake controller into thinking that there is a trailer connected and the brake controller will start activating regardless if there is a trailer connected or not.
