If the Curt Trailer Hitch Receiver # C13171 bolt holes aren't matching up with the bolts hole locations on your 2015 Jeep Cherokee then the brackets may have been bent sometime during the shipping process. Since this particular trailer hitch has longer brackets that is more than likely the case and you can bend the brackets slightly to get them to match up. First, if your 2016 Jeep Cherokee did not come with a factory installed 7-Way trailer connector then the brake controller port will not be on the vehicle. If it did come with the factory installed 7-Way then it should be located behind the black cover located to the left of the steering column, just above the carpet. I haven't been able to confirm this for the 2019 model, but I know that earlier models like the 2013-2016 model years needed the tow package activated at the dealer, even if they were equipped with the factory tow package. Before doing that, I'd check the fuse box as it's possible that your Cherokee is lacking one of the tow package fuses in the fuse box located under the hood, near the battery.
