The MOPAR Part 68321424AB is not required for flat towing your 2020 Jeep Cherokee. Jeep recently was able to fix the problem with the "death wobble" that older models sometimes experienced with flat towing.
A complete flat towing setup includes a base plate kit, tow bar, safety cables, vehicle tow bar wiring, a supplemental braking system, and possibly a high-low adapter. If you don't already have your equipment then I recommend the following:
Demco Base Plate Kit # DM9519338 OR Kit # DM9519340 (for Overland/Trailhawk models only)
Demco Commander II Tow Bar # DM9511012 (comes with safety cables)
Demco Tow Bar Combo Kit # DM9523057 (for wiring, locks, and a storage bag)
Stay-IN-Play DUO # SM99251 (hydraulic motorhome brakes) OR Air Force One # SM99243 (air motorhome brakes)
I really like the Demco towing products because I feel like they do a great job at thinking of the full towing process. For example, the Commander II tow bar has a shank with some built-in adjustments that basically negates the need for a high-low adapter, their base plate kits look really clean, and their braking systems are top-of-the-line both in function and how they look after the install. I have attached some videos for you to check out.
Please note that some models of this vehicle may use Mortorq® fasteners. If your Cherokee has these types of fasteners, you will need a PFMTS2E bit to remove them which can be ordered through a Snap-On dealer. It is also worth noting to make sure that you refer to your owner's manual for any specific instructions for flat towing your 2020 Cherokee.
