You should only use the provided hardware to secure your hitch. Using any additional spacers or washers will void the warranty from the manufacturer.
If it is an issue where the bumper cover is resting on the hitch and you are able to install it and properly torque the hardware this is not an issue and is very common on a lot of the hitches that I have installed. I went to our warehouse and measured the receiver tubes on the three hitches offered for your 2010 Lexus RX350. On the Draw-Tite # 75676 (and the identical hitch 87569) the receiver tube is 6-inches long and the hitch pin hole is 2-1/2-inches from the end of the receiver tube.
