I've found a wiring diagram for the # DW08771 Battery Isolator. Terminal 1 would connect to the positive battery terminal of the main battery. The original wire from the alternator to the main battery would be removed from the battery and installed on terminal 1. Terminal E would connect to the an ignition circuit that's hot only when the key is switched on via a 6 amp breaker. After installation of the Draw-Tite Front Mount Trailer Hitch Receiver, part # 65025, you will not reinstall the lower fascia.
I would not recommend installing and removing the hitch repeatedly. It will be difficult to access the hardware each time and you also risk the chance of loosing the hardware.

If your 1998 Ford F-250 has the factory 7-pole trailer connector at the bumper, then you should have the brake controller plug under the dash. The factory brake controller plug is located under the dash, near the center console. I have attached a photo of the vehicle side of an adapter. You will want to find the plug that will match up with the end of the adapter in the photo I have attached. We have not had a chance to install the Curt Double Lock, Flip and Store Underbed Gooseneck Hitch w/ Installation Kit - 30,000 lbs # C60722 in a 1999 Ford F-150 or F-250 light duty, but Curt mentions that the install time is roughly 3 Hours which is due in part to the rails not requiring any drilling into the frame of your truck as they are designed specifically for your truck and use existing mounting holes.
