Expert Reply:
After installation of the Draw-Tite Front Mount Trailer Hitch Receiver, part # 65025, you will not reinstall the lower fascia.
I would not recommend installing and removing the hitch repeatedly. It will be difficult to access the hardware each time and you also risk the chance of loosing the hardware.
Te secure accessories attached to part # 65025, you may be interested in the Trailer Hitch Receiver Lock, part # e98882.
I have linked instructions for the Draw-Tite Front Mount Trailer Hitch Receiver, part # 65025. I have also linked a video showing the fish wire technique that is involved when installing the Front Mount Hitch on your 1999 Ford F-150.
