  You are correct, to install the replacement driver's side stop/turn signal # RM-300220-40 and replacement ID light # RM-300230-10 you will need to jack up your Roadmaster Tow Dolly # RM-2050-1 and remove the wheel on that side. There is not an easier way as with the wheel still attached you will not be able to get to the tail light wiring, and getting under the dolly to make the connections for the ID lights would be pretty difficult if it was not jacked up.   The black wire on Roadmaster tow dollies like the # RM-2050-1 will go to the electric trailer brakes. On some units they use a blue wire as well but it does not sound this way on yours.
