Any vehicle that uses any brand and type of tire chain should be operated at reduced speeds. If road conditions merit use of chains then they also merit reduced driving speeds, typically 30-mph for most vehicles and most chains. The two linked articles on tire chains will give you plenty of good information as a starting point.

Before choosing any tire chains for use on your Mini Cooper, you'll want to refer to your vehicle owner's manual. Many passenger vehicles require special low-profile S-Class tire chains, such as the Titan # TC1545. These will fit vehicles with limited wheel well clearance.

These and any other tire chains should not be operated above 30-mph and never on bare pavement.
