do these straps adjust down to 13inch Tires. Do you have any over the wheel custom fit E-Track straps for 13inch tires?

You shouldn't have any problem getting the adjustable wheel net # EM58523 on a 13 inch tire. The strap is 12 feet long and can go as small as needed.
