Looking at the rx-28 Fitz model for my 16 foot trailer hauling 32foot ladders, would you advise a third bar, or is two sufficient?

As long as your stay under the 400 lb capacity of the Rack'em Fitz Enclosed Trailer Ladder Rack part # RA-28 you would not need to install any additional crossbars.

Hardware is included with the Rack'em Fitz-All Enclosed Trailer Ladder Rack #RA-28. I have included a picture of it for you.

This ladder rack comes will full instructions and installation hardware. To install use the provided self tapping stainless steel screws along with the plastic washers. The hardware you may decide to use can vary with the trailer shape and material.

The Rack em Fitz-All Ladder Rack, part #RA-28 is 22-1/8 inches tall. As you mentioned, this rack installs on the rain gutters. To determine the height once installed, measure 22-1/8 inches upward from your rain gutter.

The Rack'em Fitz-All Ladder Rack #RA-28 is sold with two cross beams and they are not available as individuals. In order to have three bars you would need to purchase two sets of two.
