Can a Cushioned Ball Mount be Used with a Surge Brake Coupler on a Trailer

Can this be used on a boat trailer with surge brakes. If so will it help with the jerking from the brake control movement?

You can use the cushioned ball mount # AMSC2 with a surge brake coupler. But it sounds like the coupler may need to be surfaced. You should get relatively smooth operation from it. To test it you can uncouple from the tow vehicle and try to move the actuator in and out. If you can do it by hand then there is definitely something wrong, likely the shock.
If you can move it using only a lever of some sort (like a 2x4) but it does not slide back on its own or does so very quickly then that also indicates something is wrong, likely the shock again.
