Question:
If I have a 4 1/2 inch rise with a 2 inch ball, am I going to need less rise with this ball?

The Curt RockerBall Shock Absorbing 2" Hitch Ball part # C40047 will add 1-1/2" of height to the ball platform so you will then indeed need to get a ball mount that has more drop or can be adjusted to have more drop. I have attached a list of our options below if needed. The Convert-a-Ball Adjustable-Height Ball Mount part # TK5007 is a great adjustable option.
