In mounting the Curt 31408 hitch receiver on a Jeep Wrangler 2000, it ends up above or below the bumper? Any photos? Thanks!

The Curt Front Hitch part # 31408 that you referenced installs above the bumper, if you wanted a front mount hitch that would install below the bumper you would want the Front Hitch part # C31028.

For your 2004 Jeep Wrangler TJ we have a front hitch that's designed to fit underneath the front bumper with the Curt #C31028 which would be your best option, but there isn't a way to mount a #31408 on top of the bumper that you have.

The 7290 that you see is a casting number. It is found on AL-KO hubs that fit #99 spindles. I found that the bearings used are #28580 which would be the inner bearing and #25580 which would be the outer bearing. For the seal use #91030.
