According to my technical contact at Draw-Tite your 1989 Chevrolet R3500 cab-and-chassis with dump box has no direct-fit bolt on hitches available.
However, there may be an option in a universal-fit weld on Class V hitch. Curt offers a universal-fit weld-on Class V hitch with 2-inch receiver opening an 3-inches of drop, part # 15901. This hitch fits truck frame widths between 18-inches and 43.88 inches. Installation requires welding on the side brackets to the main tube and welding the brackets to the frame. The 3-inches of drop will be helpful for letting the hitch clear your dump gate, but you will need to measure its drop to ensure it will not hit the hitch receiver tube. Installation should be referred to a qualified welder.
My contact at Draw-Tite advised that you can also use their bolt-on Class V hitch # 41947 but you will need to drill the truck's frame to create the mounting points. This hitch includes the required installation hardware.
