Will using the longer shank for weight distribution system reduce the towing capacity of the tow vehicle?

While longer weight distribution shanks like the Equal-i-zer part # EQ90-02-4600 do put more leverage on the hitch they do not lower the hitch's weight capacities.

The Equal-i-zer Weight Dist Shank part #EQ90-02-4600 should allow you to tow with the tailgate down on your 2017 Ram 3500. I have attached a photo for you of this shank used with a similar system on a similar truck
