E-Bike Rack for Bike with Fenders that Fits Class I Hitch

Hi there. Im looking for a bike rack that can hold at least one heavy e-touring bike 55lbs, and another regular full size bike 35 lbs. Ive seen your suggestions for the swagman and Hollywood racks, but my my car can only support a class 1 hitch. Im finding several well mount models, but all of my bikes have fenders. Are there frame mount options that are also 1-1/4inch and ebike compatible?
