I am mounting my grounding ring to the mounting hardware of the lights. Should it matter which bolt right or left on the light the ring is mounted to?

It does not matter which mounting post of the Optronics Trailer Taillight part # TLL160RK that you run the ground ring terminal to. As long as it ends up making contact with the trailer frame that is all that matters.
