Is Tongue Weight or Gross Trailer Weight Rating Affected By Motorcycle Carrier?

When buying a hitch for a motorcycle carrier do I need to be looking at the hitches TW instead of the GTW?

You sure do.
A motorcycle carrier in the hitch will affect the tongue weight, and not the trailer weight of the hitch so you'll need to make sure your hitch is rated for the weight of your motorcycle carrier and motorcycle.
However you'll also need to check the owner's manual of your vehicle and make sure you're not going over the vehicle's capacities either. You need to abide by the lowest rating between the carrier, hitch, and vehicle.
The Curt # 13028 you were looking at for example has a tongue weight rating of 600lbs, so you would need to verify your carrier plus the weight of the motorcycle is under that, and that your vehicle is rated for at least 600lbs.
