Is A Breakaway Switch Required When Flat Towing A 2014 Honda CR-V

Do I need a breakaway switch with the Roadmaster EZ5 Base Plate Kit RM-521567-5? If so, is it included in the kit?

The breakaway switch is typically included with the supplemental braking system you choose and not with the baseplate. Each system comes with one and will typically tie into the wiring to activate the braking system in a breakaway event to help slow the vehicle down so you can safely pull over.
The laws vary state to state so you may not possibly be required to have a breaking system and breakaway switch. That being said I HIGHLY recommend getting a braking system even if you're not required to so you can safely tow your CR-V and put less strain on the motorhome.
For a 2014 Honda CR-V I recommend going with a portable system like the Brake Buddy Select 3 Portable Supplemental Braking System # HM39524. This system is super easy to install and setup each time you need to tow will only take a few minutes. This system comes with a remote that will allow you to see when the brakes are being depressed or if there's a breakaway event. It will also allow you to change your braking sensitivity while on the go. The included charge line kit will help keep your CR-V's battery charged while you tow.
The Roadmaster Direct-Connect Base Plate Kit # RM-521567-5 would a great baseplate option for your CR-V but you'll also need a few other things:
Tow Bar: etrailer SD # e74ZR, this will attach to the baseplate and also come with safety cables included.
Tow Bar Wiring Kit: Roadmaster Diode 7-Wire to 6-Wire Flexo-Coil Wiring Kit # RM-15267, this will have everything you need to properly display your motorhome's traffic signals through the tail lights of the CR-V.
There are fuse(s) that must be pulled during towing so you'll want to check your owner's manual.
If your owner's manual says to only pull the #19 ACC radio fuse, use part # RM76511; if it states to pull the #19 ACC radio fuse and the #20 ACC key lock fuse, use part # RM76512.
