For the Timbren Axle-Less Trailer Suspension System with Hubs # A12RS440 that you referenced, the spindle is assembled to the backing plate, and you do not have to do any welding. I have checked with my contacts at Timbren, and you will have to install the backing plate on the control arm of your assembly, but this is a bolt on application.

Please note that you will need to properly pack the bearings with grease before installing them on the spindle. This is an EZ Lube Spindle, but you want to make sure that the bearings are properly packed before filling the remainder of the spindle with grease. It is recommended to use a hand grease gun for this application, it is not recommend to use a pneumatic grease gun because it may exert too much pressure.

I have included two videos that might help you out for packing and greasing your bearings, and an informational article for your reference.
