Safety chains/cables shouldn't actually be attached to the tow bar # C19745 at all. The point is to have an alternative point of security in the event that any connection point of the tow bar fails and you have a loose vehicle on the road.
The Curt Tow Bar with Adjustable-Width Arms # C19745 is a very old-school design that was originally used with metal bumpers and people would just wrap the chains around the bumper and loop it up to the tow vehicle. I recommend finding a point on the frame where you can wrap a safety cable like the # BX88208 around and use that as a connection point for for your cables between the motorhome and vehicle. There should be a vent hole in the front bumper fascia that you can slip the cables through to help keep them up off the ground.
From there you could use some safety cables like # RM-643, which have a coiled design to help keep them up off the ground.
