The Replacement Rear Wheel Tray for Thule T2 Hitch-Mounted Bike Racks 753-3582 that you're looking for has been discontinued and is no longer available.

Instead, that part has been replaced with the Replacement Fat Tire Rear Wheel Holder & Strap - Thule T1 or T2 Classic Platform Bike Racks # 7521568001.

While this does say it is meant for fat tire bikes, however it will also work with non-fat tire bikes.

Yes the replacement wheel tray part #7521568001 will work on your 700 x 38 tire. While your tire is narrower than what this can fit it will still work just fine.
