I just purchased a 2023 Forest River Forester 2351 LE. Will this spare tire carrier cover my back up camera?

It will not; the back-up camera is up at the top of your Forest River Forester motorhome, so the Roadmaster spare tire carrier will not block the view at all, it will be perfectly clear. The correct part number for that spare tire carrier is the following:
