Is it best to load on the inside closest to vehicle or outside on the rack away from the vehicle?

If your bike is less than the maximum weight limit of the Swagman XC2 Bike Rack for 2 bikes - 1-1/4" and 2" Hitches - Frame Mount, part # S64650, it will not matter if your load your bike on the inside or the outside cradles of this hitch bike rack.
