The Reese Quick-Install Custom 5th Wheel Base Rail Installation Kit you referenced, part # RP50064-58, is a correct fit for the 2013 Chevrolet Silverado 1500 with 6-1/2-foot bed. Please note this same bracket kit also fits the other vehicle you referenced, a 2000 Silverado (1500 with 6-1/2-foot bed). This Reese kit # RP50064-58 is an outboard-mount type.
For your reference I have linked installation videos for this kit on both 2000 and 2011 model years of the Silverado. Written installation instructions are linked as well. This kit includes the custom under-bed brackets, base rails and installation hardware.
