I have the part #c56217 installed on our 2016 Toyota Highlander. Our lights has worked fine since our vehicle was new. But now we have no lights of any kind does these converters go bad?

It would be wrong to say they never go bad, but I am not familiar with one for a 2016 Toyota Highlander that has. This is a plug-in component, it is not hardwired/spliced into the electrical system. I suggest you simply unplug the custom-fit T-connector removing the Curt T-Connector Vehicle Wiring Harness, # C56217 from your system to troubleshoot.
