will the sterling tow bar match up with the 521440-4 base plat. and will you still be able to use the safety cables or do you have to change to chains .

The Roadmaster Sterling tow bar part # RM-576 requires the use of Direct Connect base plate kits so for your 2017 Jeep Grand Cherokee the Roadmaster base plate you'd need is the # RM-521440-5 instead as the kit you mentioned requires a crossbar.
