Those two part number configurations represent two different brake controllers and install harnesses for a 2019 Toyota 4Runner. So the first part number # RED44FR is for the Redarc Tow Pro Elite which has both a proportional and time delayed setting whereas the # RED24FR is for the Redarc Tow Pro Liberty which only has the proportional setting. For the vast majority of people the Liberty is the better option as it costs considerably less and has the setting that works the best for everyone out there aside from off-roaders who need the time delayed setting when on rough terrain.
Either controller will install on your 4Runner with the custom install harness # RED49FR if it has the factory tow package or the # RED69FR for if you do not have it. You'd also need the # ETBC7 to complete the install if you didn't have tow package as well.
