Are these wheels hub centric? Can they be balanced without a pin-plate?

The Aluminum Liger Trailer Wheel # LH34FR is going to be a lug centric wheel. It has tapered steel inserts in the lug nut holes to prevent the holes from wearing down. If you chose to balance this wheel you would need to have it done with a pin plate to ensure that the wheel is properly balanced.
