I need you to confirm that Reese Universal Base Rails and Installation Kit for 5th Wheel Trailer Hitches - 10 Bolt - RP30035 will work with Curt E16 5th Wheel Trailer Hitch - Slide Bar Jaw - 16,000 lbs - C16115.

The Reese Universal Base Rails and Installation Kit for 5th Wheel Trailer Hitches - 10 Bolt # RP30035 are considered Industry Standard Rails (ISR) which means they are spaced 22" apart center-to-center (seen below). Because of this they will be compatible with the Curt E16 5th Wheel Trailer Hitch - Slide Bar Jaw - 16,000lbs # C16115.
Because these rails are universal they will require you to drill into the frame of your vehicle to install which can be quite time consuming. If you could tell me the year/make/model of your truck I could recommend a custom fit rail kit that will use the factory holes in your frame to quickly and easily install.
