Parts Needed to Add 3,500 lb Hydraulic Drum Brakes For Demco Hydraulic Brake Actuator

Adding surge brake to one axle Hello, can you put a kit together for adding the DM8609502 to one 3500 lb axle. The axle has the 4 bolt square backing plate flanges on it but no brakes on the trailer. Can you add a backup lockout to this assembly?
